The Building Department works to build strong relations with the construction
community and to improve the quality of construction by helping to
ensure that home and business owners receive the quality of construction
they desire.
Its mission is to provide well-supported
and specially trained public servants, charged with the protection
of the common good. To protect life, limb, health, property and
public welfare, by regulating and controlling the design, quality
of materials, location, construction, use and occupancy and maintenance
of buildings and structures in Cedar City.
Building Permit
A building permit is generally needed if any structural, electrical
or plumbing changes or additions will be made. Following are some
questions commonly asked regarding building permits…
DO I NEED A BUILDING
PERMIT TO...
REMODEL MY HOME?
Yes. Your insurance company could deny coverage if building took
place without a permit and was not built to code. See above procedures.
FINISH MY BASEMENT?
Yes. See above procedures
INSTALL A FENCE?
A building permit is not required, however, the following regulations
must be complied with: Fences, walls, and hedges cannot exceed six
feet in height above the surface of the ground. On corner lots,
no obstruction is allowed that will impede vision above a height
of 30 inches within a triangular area formed by the streets at property
line and a line connecting them at points thirty feet from the intersection
of the street lines. It is best to talk to an inspector.
DO FLAT CEMENT WORK?
No.
CONSTRUCT A RETAINING WALL?
If the retaining wall is over four feet high, a permit is
required and engineering.
Construct an accessory building (storage shed, detached garage,
barn)?
For structures under 120 square feet, no permit is required. Over
120 square feet, you must have a building permit.
HOW DO I APPLY FOR A BUILDING PERMIT?
Complete a building permit application and submit two complete sets
of plans drawn to scale along with a plot plan, also drawn to a
minimum of 1/8 inch scale. All plans are checked on a first come,
first serve basis. It takes approximately two to three weeks for a plan check
review. Engineering is not normally required.
New Home construction requires (a) Building
Permit Application; (b) two engineered set of plans; (c) stamped
soil reports; (d) PD letter; (e) owner/builder form (if
applicable).

DO I NEED TO PAY FOR A BOND AT THE TIME I
TAKE OUT A BUILDING PERMIT?
No. A bond is not required.
Commercial Project
If you are planning a commercial or industrial project or building a commercial
or industrial building, you will be required to attend Project Review before a
building permit is issued. Project Review meetings are held for
any commercial or industrial buildings or projects to verify that all requirements
have been met. Representatives of the utility companies, an
ADA representative, along with the
City Engineer, Planner Building Official, Public Works, Fire and Attorney are present for the
meetings to coordinate utility lines, layout, parking and landscaping
requirements and legal codes. Meetings are generally held the 2nd
and 4th Thursday at approximately 9:00 a.m. in the second floor conference room,
10 North Main Street, Cedar City.
To be put on the Project Review agenda, fill
out the application and deliver it along with 15 sets of plans
to the Building Department, 10 North Main, Cedar City, Utah 84720.
Applications must be turned in by 5 p.m. on the Thursday prior
to the meeting to be put on the agenda for that week. The
Project Review Checklist details what will be discussed during
the meeting.
The 2006 edition of the International Codes was adopted by the City Council. This set of
codes is used for plumbing, building, fuel gas, mechanical,
residential, fire, energy conservation code and electrical.

Garbage and
Solid Waste works under the Street Division in maintaining all
garbage pick-up of Cedar City residential areas. Designated days
for garbage pick up are Monday, Tuesday, Thursday, and Friday.
Wednesday’s are set aside for the replacement and repairs of
cans and is the specified make-up day for Holidays during the
week. If a holiday falls on a Monday, for example, then those
residents who regularly have their trash picked up on Monday
will have it picked up on Wednesday that particular week.
Please make
sure your trash can(s) is not overflowing with garbage. Please
make sure your trash can(s) is placed at the curb outside your
home no later than 7:00 AM on your pick-up day. The City will
not dispose of any type of boxes unless they are thoroughly
broken down and able to fit in the allocated trash bins.
Christmas trees will not be taken by the City unless the tree
is cut up and broken down and fits in the allocated trash bins.

has a landfill for excessive trash disposal. Contact them at

Each spring
Cedar City will have a month long clean up, which is normally
held during the month of April, during which you may have tree
limbs, shrubs, old furniture, and other items picked up.

Planning and Zoning works
under the Community Development department to promote the health, safety,
convenience, morals, and general welfare of the inhabitants of Cedar
City. The Planning Commission makes recommendations to the City
Council regarding the City Master Plan, changes in the Zone Map
or text of the Zoning Ordinance, and approves the sale of city land.

- To maintain or improve the quality of life for present and
future inhabitants.
Planning Commission Agenda
The Planning Commission makes recommendations to the City Council
regarding the City's General Plan, changes in the Zone Map or text
of the Zoning Ordinance, and approves the sale of city land. The
Planning Commission meets every 1st and 3rd Tuesday of the month
at 5:15 p.m. in the Council Chambers, 10 N. Main Street. The public

Water
The Airport Industrial Park and Cedar City Industrial Park sites
are covered by Cedar City's water system where adequate water flow
and pressure are available for fire prevention. The water in the
industrial areas comes from a 10-inch water line with static pressure
of over 400 psi. All lines are fed from several wells with
backup from 13 million gallons of storage in tanks. Water rights
are continually purchased to meet future growth demands. Water

Sewer
The Airport Industrial Park and other industrial parks are covered
by Cedar City's sewer system. Waste water is taken from the site

Natural gas service is available at all locations and can adequately

Cedar City is presently putting in the infrastructure to become
an electronic village. As software, sales and service companies
gear up for non-traditional work space, Cedar City provides high
speed connectivity to most homes and businesses in the area. Cedar
City residential areas located in the middle of town are on copper
wire (high speed ready) with the remaining area on fiber optics.
There are numerous Internet providers available in Iron County,
supplying access to residential and business areas. Qwest, the local
communications company, has committed to even more fiber optics
to the majority of new neighborhood developments by 2001. Cedar
City will continue to be a leader of on-line technology.

The Water
Division has charge of the operation, maintenance, and
inspection of the Cedar City Waterworks System, including the
mains, storage reservoirs, pumps, wells, sources of supply and
water meters. For more information or to sign up for water
services, follow the above link.
To sign up for utilities, turn in an application to the city
offices on the day of closing. Renters and leasers do not need
to apply, only the property owner. Bills are due on the 20th of
each month and can be dropped off at the city offices located at
10 N. Main, either inside the building or at the drop-off box in
the parking garage. Water meters are read on a monthly basis. If
you are new to the area or have any questions regarding
utilities, contact the city utilities office at 435-586-2950.

Cedar City’s water rate structure is based on the current needs
and usage of residents and businesses. These rates were
determined by a committee composed of citizens, businesses, City
staff, and an expert consultant. The rates are designed to
encourage wise use of our water.

All accounts will be charged a monthly base fee of $13 plus a
charge per 1,000 gallons of water used each month as follows:
